There are many documentations that France prepared for a World War I-esque war, which is why most of their doctrine followed the traditions founded during World War I. However, Germany simply outmaneuvered the Allies, and with speed, broke through the defenses and towards Dunkirk.

While it may be easy to simply to say "yes", it is noteworthy to remember that France and Britain had been following the policy of appeasement. To simply arm themselves and prepare for war, while it may be the most realistic choice, the Allies did want to try to avoid a 2nd World War.
